Syria and Turkey establish High-Level Strategic Council

Syrian Foreign Minister Asaad al-Shibani and Turkish Foreign Minister Hakan Fidan met in Ankara to establish a High-Level Strategic Council. The agreement aims to strengthen security and political ties, specifically focusing on the Four Seas Initiative for energy and transportation. The Four Seas Initiative could theoretically create enough economic interdependence to discourage future conflict. At the same time, one might argue that such a council is premature if the integration of Kurdish forces remains unresolved. If the political alignment fails, the council might simply become a framework for managing tension rather than solving it.
