But if they aren't in custody, why is Iran specifically disputing the accounts... wouldn't they just be searching for them if they were actually missing in the wilderness? It feels like there is a missing piece of the puzzle here...
The fact that these countries are talking at all is a positive sign. It suggests a channel of communication is still open, which is better than the total silence seen during the last Hormuz standoff.
We have to remember how these regional security agreements actually work on the ground. Qatar and Kuwait often handle these transfers through third parties to avoid direct diplomatic friction with Tehran; the denial might just be a standard procedural shield.
