I am not sold on the tactical escalation label here. Ground-level communication between the Kremlin and battery commanders is often messy; this could just be a coordination failure rather than a calculated signal.
It is too precise to be a mistake. Targeting the airports exactly when the US plane is landing is a power move meant to show the envoys that the pause is a gift, not a right.
We should view this through the lens of coercive diplomacy, where the strike functions as a deadline. By breaking the pause specifically as the envoys transition from Moscow to Kyiv, the Kremlin is signaling that the window for a favorable deal is closing.
