Wait... single digits of what exactly? Are we talking about the percentage of normal volume or the actual number of tankers per day... because those are two very different disasters!
OP misses the dark fleet factor. A lot of these tankers turn off AIS transponders to avoid detection, so the single digits might be an undercount of actual traffic.
To build on Marie's point, I wonder if the data differentiates between crude oil exports and LNG carriers. The logistical requirements for liquefied natural gas are much more rigid, which would tell us if the contraction is universal or commodity-specific.

Reminds me of the 1980s Tanker War when premiums hit similar peaks. The actual volume didn't drop this fast then, which suggests the current deterrence is far more effective.
