The United States and the Philippines have signed a five year Health Strategic Objective Agreement to improve the detection and treatment of HIV and tuberculosis. The deal involves a jointly funded plan of up to PHP 42 billion to strengthen global health security. Under the America First Global Health Strategy, the Philippines will commit over PHP 30 billion of its own funds. If we consider the transition to this co-investment model, one could argue that requiring a significant local financial commitment actually creates a more sustainable framework. Perhaps this approach ensures greater local ownership and prevents a dependency on foreign aid that can be volatile. It might be that shifting the primary financial burden to the host nation encourages more efficient internal resource management and long term institutional stability.
