I wonder if we can be sure the harassment of local reporters is actually being replaced. It seems more likely that these restrictions on foreign media are a second layer of control rather than a shift in strategy.
If the goal is to maintain a specific image for foreign investors, then geographic containment is a logical step. By funneling journalists into controlled hubs, the government can curate the environment while still appearing open to the press.
This policy coincides with the current IMF review process and the need for economic stability. Restricting access to the provinces prevents international coverage of rural unrest from complicating those financial negotiations.
