Lula's support for oil drilling near the Amazon

If the funds are absorbed into the general federal budget, would they actually reach conservation efforts? It is possible that the political pressure to spend on immediate infrastructure or debt would override the long term ecological goals.
The idea that the money would just vanish into a general budget ignores how regional earmarks work. Local administrations often have more leverage to demand specific infrastructure for environmental policing if the revenue is tied to their district.
I wonder how this fits with those spiking borrowing costs for leading economies... if Brazil is feeling that pressure, the need for immediate liquid assets becomes way more urgent... does this mean they are prioritizing solvency over the climate image?
It is a necessary evil. Guyana just proved that offshore reserves can catapult a developing economy into a different league of geopolitical influence. Why should Brazil be the only one in the region playing the martyr for global optics?
The Petrobras report mentions these reserves are in the Equatorial Margin, not directly under the canopy. The distance from the shoreline changes the immediate impact on the rainforest, though the spill risk remains.
Regarding the Guyana comparison, are we considering the specific fiscal frameworks in place? I am curious if Brazil intends to establish a sovereign wealth fund to mitigate Dutch Disease (the paradox where resource exports hurt other sectors), or if the revenue will be spent directly.
Norway provides a helpful example here. They managed to use their North Sea oil wealth to build an enormous pension fund that now invests heavily in green energy.
