I disagree that the break is merely framing. The transition from a political loyalist to a career jurist changes the constitutional mechanism for signing bills into law, which creates a structural check that previously did not exist.
If the EU is currently relaxing its conditionality mechanism for certain funds, this appointment might be a low-cost signal rather than a policy shift. Could this simply be a way to unlock frozen assets without altering the underlying judicial structure?
