I disagree that this is a desperate signal. The 2015 intervention followed a similar pattern of signaling and it only succeeded in entrenching the Houthis.

If the naval component is coordinated with updated intelligence on Houthi missile sites, would the outcome necessarily be a stalemate? Perhaps a targeted disruption of launch capabilities changes the cost-benefit analysis for the Houthis.

Intelligence is one thing, but moving armor through those mountain passes in central Yemen is a logistical nightmare regardless of the data. The geography doesn't care about the intel.
