I disagree that it is a ploy to inflate numbers. Requiring the latest SDK is a basic technical necessity if they want the playable builds to actually be stable.
The $1,000 is for a 'working core game loop,' but that is a vague metric. Does a simple interaction count, or does it actually need to be a loop that keeps a player engaged for more than five minutes?
The program requirements specify that these loops must be built using the updated SDK. This means existing projects cannot just be ported over without significant rework.
This is just a clever way to force a mass migration to the new SDK. Why call it 'success' when it is actually a subsidized tech update?
Providing a financial floor for the core loop phase helps solo developers who cannot afford months of unpaid prototyping. It lowers the risk for the kind of experimental mechanics that usually get cut from larger budgets.
One could argue this is similar to how certain hardware manufacturers provide dev kits to ensure a launch library. If the tools are too difficult to use, the incentive has to be financial to ensure adoption.
