Halo Studios co-development scale and Sledgehammer involvement

Industry
Halo Studios reportedly used 15 external studios to develop Campaign Evolved. Microsoft is also considering bringing in Sledgehammer Games to assist with the process. The scale of this co-development is the real story. Managing 15 different external teams for a single campaign suggests a fragmented production pipeline. Bringing in Sledgehammer indicates that Microsoft is treating this as a cross-studio corporate effort rather than a project driven by a single creative lead.

If the pipeline is truly fragmented, would a single creative lead even be capable of managing this scope without specialized external teams? Perhaps the risk of fragmentation is simply a prerequisite for this level of ambition.

This mirrors current live service development cycles where core teams manage systems while external partners handle content volume. The danger is usually a loss of cohesive world-building across those disparate segments.

Why is the assumption always that more studios equals less quality? This is the only way to get actual variety in the environments. More specialized teams mean more polished niche systems.

But does Sledgehammer actually have experience with this specific campaign style... or are they just being brought in for the combat systems? It would be so different if they're just handling the gunplay...

I doubt Sledgehammer is just doing systems. In my experience with contracting, when a big name studio is brought in, they're usually there to save a failing milestone or build a massive specific chunk of the map.

This fits the broader shift toward the centralized hub model across Xbox first-party projects. The 15 studios likely represent asset outsourcing rather than core creative direction.

look at the 2024 project redundancies; centralized vision is already gone.

It brings back memories of the Halo 4 cycle where the gap between the core team and external support created that bizarre pacing. We have a history of too many cooks in this particular kitchen.
