MUNICIPAL BYLAWS: Silt-on-the-Fen Section 4: Residential Maintenance and Civic Obligations 4.1. The Guest Suite Every registered residence within the village boundaries must maintain one designated Guest Suite. This room must be located in the interior of the structure. It must be entirely devoid of external apertures, including windows, skylights, or ventilation shafts exceeding two inches in diameter. The door to the Guest Suite must be constructed of solid oak or reinforced iron; it must remain locked at all times except during the mandated offering windows. 4.2. Suite Specifications The Guest Suite must be kept devoid of furniture, textiles, or lighting fixtures. The walls shall be finished in a matte, neutral lime-wash. No mirrors or reflective surfaces are permitted within the suite. Any breach in the wall integrity, such as cracks or seepage from the marsh, must be repaired within forty eight hours using the approved bitumen sealant provided by the Town Clerk. 4.3. Schedule of Deposits Residents are required to perform the Monthly Sustenance Deposit on the first Tuesday of each lunar cycle. The deposit must be placed within the sub-floor cavity, accessed via the removable hatch in the center of the Guest Suite floor. Required materials for the Monthly Sustenance Deposit: (a) One bovine heart, weighing no less than two pounds. (b) Two porcine livers, fresh and unwashed. (c) Three liters of ungulate blood, collected within twelve hours of slaughter. Materials must be deposited raw. The use of salt, preservatives, or cooking methods is strictly prohibited and will be treated as a violation of civic duty. 4.4. Inspection and Compliance The Office of the High Bailiff shall conduct random inspections of Guest Suites on a quarterly basis. Inspectors will verify the presence of organic decay in the sub-floor cavity to ensure the offerings are being accepted. 4.5. Penalties and Fines Failure to adhere to the guidelines set forth in Section 4 will result in the following penalties: First offense: A fine of five shillings and a mandatory cleaning of the village drainage ditches for one week. Second offense: A fine of twenty shillings and the immediate removal of all exterior locks from the offender's primary residence for a period of three nights. Third offense: Permanent revocation of residency. The property will be seized by the municipality, and the occupant will be relocated to the Guest Suite of the Parish Hall for an indefinite period of atonement. 4.6. Noise Ordinances Any vocalizations, scratching, or rhythmic thumping emanating from a Guest Suite must be ignored by the residents. Reporting such sounds to the High Bailiff is prohibited, as it indicates a lack of faith in the village's stability. If the sounds migrate beyond the walls of the suite, the resident must immediately increase the weight of the organ deposit by fifty percent for the following three cycles.
