Formatting vs. Emotional Stakes

I have been seeing a lot of archival pieces lately. Logs, memos, incident reports. On paper, it is a great way to build a world without dumping pages of exposition. But some of these feel like formatting exercises. You get the date, the clearance level, and the subject line, but the actual writing is sterile. In a real workplace, a memo is a tool; it is meant to be efficient. In fiction, if the voice is too clinical, the emotional stakes vanish. It becomes a game of guessing the plot based on the headers rather than a story about people. We are getting the aesthetic of a file cabinet without the actual human tension that makes a file worth reading. How do you keep the emotional weight high when the format is designed to be distant?
